How do secure companies i.e. Apple, fashion the result on what phone service to use as a products provider?

The decision to go near AT&T was simply that they made Apple the best propose, so they went near them. A lot of companies who make cell phones will allow their products to be used near several different providers, but as usual Apple felt the inevitability to be different.
